Trailer Hitch Covers Lighted

I've never welded and would like learn to do some very light welding. An example is little pins on my electric panel cover. The little metal pieces have broken, so I need to tack nails or the like on the inside of the removed panel cover to hold it on. So, I'm not interested in being able to weld a trailer hitch to a frame....but who knows later????

So what do I realkly need to do little things? I do have 240 volts in the shop (30A), and don't want to just buy the cheapest little 110 box...but neither do I need a monster welder capable of welding 1" steel. I see several models at Harbor Freight. Are any of theirs any good? What should I look for? Thanks.
Duh, it is the panel cover...that I can take off and set outside. Pretty poor thought to weld it in place...but I suppose there are some out here who would try it... No offense taken... But answer the question, not the side comment, please...
